Under the Regulatory Reform (Fire Safety) Order 2005, every non-domestic premises has a responsible person — usually the employer, owner or occupier. That duty cannot be delegated away. Where a building has more than one occupier, each has duties for their own part, and all of them must co-operate on the shared areas.
Since the Fire Safety (England) Regulations 2022, the requirement to record your assessment in writing applies regardless of how many people you employ. “We only have a handful of staff” is no longer an exemption.
An assessment has to account for everyone likely to be in the building — including visitors, contractors, lone workers, night staff and anyone who would need help to evacuate. Where someone needs assistance, that means a personal emergency evacuation plan, not an assumption that a colleague will manage.
A written report you can show to a fire officer, your insurer or your landlord, and a prioritised action plan setting out what to fix, in what order, and what can reasonably wait.
